QICDS Services

The Region IV Quality Improvement Center for Disability Services (QICDS) is a cooperative agreement between the Department of Health and Human Services, Head Start Bureau; the Region IV Administration for Children and Families; and the Chapel Hill Training Outreach Project.

In partnership with the Administration for Children and Families, Head Start Associations, disability networks, institutions of higher learning, expert consultants, and other providers, the Quality Improvement Center for Disability Services provides leadership and support to nearly 300 Head Start and Early Head Start grantees in planning and implementing quality services for children with disabilities, from birth to age five, and their families.

The five-year project is inclusive of programs at different points along the continuum of quality improvement. Exceptional as well as deficient grantees will have the opportunity to maintain continuous improvement through innovative projects, training, on-site technical assistance, and mentoring activities.

Training Program
for Head Start
Teachers

Training and technical assistance activities are based on priorities identified through an extensive needs assessment and strategic planning process. Priorities are addressed in a variety of formats which include Intensive Topical Institutes; Distance Learning Seminars; and regional, state, and cluster events for Head Start managers and teaching staff.

A minimum of twenty-five percent of the region's grantees will receive on-site technical assistance during each year of the project. Priorities for on-site technical assistance are Early Head Start Programs; Head Start/Child Care Expansion grantees; Deficient and Seriously Deficient grantees, and grantees referred by ACF. In addition, customized Technical Assistance Sessions will be provided for groups of grantees with similar needs in conjunction with state and cluster training events.

Resource & Information System

The Resource and Information System includes
  • a computerized registry of consultants with expertise in all aspects of services to young children with disabilities
  • a quarterly bulletin of Head Start services to children with disabilities (NEWSBREAK)
  • Online training presentations

Grantees can access resources through a toll free number, (800) 473-1727 and on-line through the QICDS Website.

Interagency Partnerships Specialists collaborate with SEA/LEA, Part C/Early Intervention Projects, and Developmental Disabilities in each state to facilitate the development of state and local agreements for services to children with disabilities in Head Start and Early Head Start.
