"Assistive Technology: Opportunities and Expectations"

This 24-minute video provides an overview (8 minutes) of the process for identifying and using assistive technology in a appropriate manner that not only provides new opportunities for young children with disabilities and their families, but also meets their expectations! The last 16 minutes show children using a variety of assistive technology devices. $65

"Planning for Success"

(11-minute video transfer); introduces the Outreach Project's Planning Guide to the Preschool Curriculum (available from Kaplan School Supply) to educators of young children. The presentation emphasizes the need for teacher planning and preparation in order to implement effective learning activities. $55.

"Teaching Self-help Skills"

(20-minute video transfer) provides a rationale for the importance of teaching self-help skills to young children with disabilities, and the necessity of a "team" approach which involves the child's teachers, therapists, and parents. Part 1 examines self-help skills acquisition for three children and Part 2 presents a series of four vignettes designed to encourage audience participation. Designed for teacher training in a workshop setting, the presentation is accompanied by a 100-page trainer's supplement. $65.

Creative Experiences

The purpose of this curriculum guide is to provide opportunities through the arts which will help teachers inspire all students to openly express themselves while fostering skill development through its correlation with the Learning Accomplishment Profile-Revised (LAP-R). The guide may be used in any classroom or group setting for young children who are functioning in the developmental age range of 30-72 months. The 380-page guide contains instructions for 112 learning activities in creative movement, drama, music, and the visual arts. Activities with LAP-R items are found in the Appendix. $25.

"An Introduction to Task Analysis"

(12-minute video transfer); is designed for training teachers in a workshop setting. This approach of breaking learning objectives down into small steps appropriate to the needs and abilities of individual children plays a key role in the IEP Process. "Speech, Language and Young Children"

(15-minute video transfer) is divided into two parts. Part I is about normal speech and language development in children from birth to age 5. Part 2 deals with common types of impairments: articulation, voice, fluency, receptive language and expressive language. Part II also covers diagnosis, treatment and the IEP process. "The IEP Process"

(12 minute video transfer); presents a practical translation of the IEP mandate specified In PL 94-142 regulations. The program is intended for staff and parent training. VHS video transfer $55.

"Models for Mainstreaming"

(15-minute video transfer); presents a tour of three innovative kindergarten classrooms in Kentucky. The program begins with a discussion of characteristics which are common among successful mainstreaming programs and then visits three successful models in Berea, Elizabethtown, and Madisonville, Kentucky. "Adaptive Techniques"

(22-minute video transfer); uses a documentary approach In showing an occupational therapist and a physical therapist working with several children who have severe orthopedic impairments (spina bifida and cerebral palsy). While the program provides a sampling of adaptive equipment and techniques, it also captures the positive nurturing relationship between child and therapist. VHS video transfer $65.

The KIN Parent Aide Program

The utilization of trained parent aides to help reduce stress and isolation among parents of handicapped youngsters is the subject of this package. A 120-page monograph describes administration of a parent aide program $10. A 200-page Training Guide outlines the parent aide training curriculum. $10. "Exceptionally Nutritious"

Providing for the nutritional needs of children with special needs can be difficult, frustrating and downright mysterious. To demystify feeding issues appropriate consultation with occupational and/or physical therapists is often required. Part I of this 18-minute slide-tape presentation (with video transfer) provides a general discussion of typical feeding issues for atypical children. Part II provides some practical suggestions for dealing with these issues: food consistency, utensils, positioning, etc. VHS video transfer (slide-tape on video) $65.


IDEA & ADA

"IDEA: Early Intervention and the Individuals with Disabilities Act"

The guiding legislation for providing services to young children with disabilities and their families is found in the Individuals with Disabilities Education Act. IDEA incorporates PL 94-142, PL 99-457 and all subsequent amendments. This slide show provides an up-to-date overview of IDEA as it relates to services for children ages birth through five. The program is divided into two main parts: I. The Infant Toddler Program, and II. The Preschool Program. The 20-minute program is accompanied by a script and a set of masters for making overhead transparencies. VHS video transfer $65.

"ADA: Americans with Disabilities Act of 1990."

This new slide-tape (with video transfer) provides a succinct overview of the Americans with Disabilities Act of 1990. Photographs from a Parade for Early Intervention provide a graphic backdrop for this 13-minute description of the Act's five titles which deal with employment, access to public programs, access to private businesses, telecommunications, and miscellaneous provisions. The program, which is designed for use with virtually any audience, ends with this statement: "The ADA and its regulations are the result of a partnership for advocacy....The parents of young children with disabilities are part of this partnership, too. They have led the way in the struggle for educational and early intervention services which will enable their children to grow and develop to their fullest potential. And now, through the Americans With Disabilities Act of 1990, the parade has reasonable hope for reaching its destination which is the fair and equitable integration of all persons with disabilities into the mainstream of American society." PL 99-457 Training Series

The Chapel Hill Training-Outreach Project has developed several products which will assist early childhood special educators in providing information to staff and parents on various aspects of the law. These products are also used for community awareness and outreach in establishing stronger interagency linkages mandated for the law's implementation.

"Transition To Preschool"

(13-minute video transfer) describes the differences and similarities between the Infant/Toddler and Preschool programs of PL 99-457. This presentation is designed for early intervention providers and parents who are faced with the transition between the two programs. VHS video transfer $55.

"The Local Interagency Coordinating Council"

(12-minute video transfer); presents guidelines for the establishment of the local interagency coordinating council in order to meet the law's mandate to provide a comprehensive program of unduplicated services to children with disabilities and their families. With content developed by Janet Morgan and William Swan, the program presents a creative rationale and a stage-by-stage explanation of the LICC developmental process. A trainer's guide accompanies the product. VHS video transfer $55.

"Joining Forces"

(10-minute video transfer); is in response to the National Interagency Agreement which was signed by agencies in both the Department of Health and Human Services and the Department of Education with respective responsibilities for implementing PL 99-457. The presentation provides an overview of this important agreement with special emphasis on the role of the Federal Interagency Coordinating Council which is established by the agreement. "PL 99-457: Family Involvement"

(16-minute video transfer). This program focuses on the law's implications for the role of the family as the center of the service delivery system. The program addresses parental rights; family assessment; the process for developing the Individualized Family Service Plan (IFSP); and the parent/professional partnership strategies for empowering families. Appropriate audiences include preschool and kindergarten staff and administrators, parents, professionals, paraprofessionals, community leaders, and policymakers in government and education. "PL 99-457: Placement In the Least Restrictive Environment"

(12-minute video transfer). Over the years, research has shown that children with disabilities, regardless of the severity, benefit from a mainstreamed educational setting as much as they do from segregated settings. The program emphasizes the U.S. Department of Education's position that LRE placement is a function of the IEP process. A child's social and educational needs as well as the availability of resources should be considered by the IEP team which Includes the child's parents. In addition, the slide show describes the DEC suggested "continuum of placement options." VHS video transfer $55.

"PL 99-457: A New Commitment"

(12-minute video transfer); provides an overview of the law and stresses its mandate for increased parent involvement and the necessity for interagency collaboration among existing resource providers in order to establish a "comprehensive, coordinated, multi-disciplinary system of services" for children and families. Content for the presentation and for an accompanying article were developed by Barbara J. Smith, Ph.D., who served as special consultant to CEC and to the congressional committee which formulated PL 99-457. VHS video transfer $55.

"Mandate for Collaboration"

(12-minute video transfer). In order to effectively implement the programs established by PL 99-457, the law calls for a "coordinated, interagency, multi-disciplinary approach." This mandate for collaboration is required at the federal, state and local levels to provide children and families with the full range of unduplicated services promised by the law. This training package is intended for public school, Head Start, preschool disabilities services personnel, and with parents and program administrators. VHS video transfer $55.


Section 504 of the 1973 Rehabilitation Act

The regulations of Section 504 (which were published on May 4, 1977), apply to all agencies and programs receiving federal funding. This includes all Head Start grantees and delegate agencies. Section 504 states that, "No otherwise qualified handicapped individual...shall, solely by reason of his handicap, be excluded from participation in, be denied benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." Since Head Start is financed by federal funds from the Department of Health and Human Services, it is subject to the regulations of Section 504. Review TN 80.4 for specific instructions regarding compliance.

"The Regulations of Section 504"

(30-minute slide/tape); provides a complete description of the regulations which apply to any agency receiving Federal funding. Divided into three parts: Employment Practices, Program Accessibility, and Compliance, the presentation is designed for use with staff in a workshop setting. Each section is about 10 minutes long and includes several case studies. The tape is stopped after each for discussion before the solution is presented. $45.
