Special Projects Division The Special Projects and Research Division (SP&R) is responsible for product development, research, and specialized training activities. For more than 25 years, CHTOP staff have developed curriculum materials, training materials, and assessment instruments in early childhood education, currently known as the Learning Accomplishment Profile (LAP) System (formally the Chapel Hill Model). Research projects include studies examining the effectiveness and quality of early childhood assessment and curriculum materials. Specialized training events such as institutes, satellite training, on-line training, and interactive workshops on current topics related to early childhood education are implemented by the SP&R for state, regional, and national audiences.
